Event rationale

To conclude the term of the 20th Chapter Youth Council and the 13th Advisers' League, we will hold the Chapter Youth Assembly (CYA) and the Advisers' League Assembly (ALA) in celebration. The CYA serves as the highest gathering of the Red Cross Youth, led by the Chapter Youth Council (CYC), which acts as the supreme deliberative body of the Red Cross Youth.

This event is held biennially and attended by qualified youth officers and members from across Davao City. It aims to discuss relevant strategies and plans to continuously strengthen leadership among RCY members and to develop youth programs that address both current needs and future directions of the Red Cross Youth in Davao City.

Objectives

• To elect the 21st batch of the Chapter Youth Council and 14th batch of RCY Advisers' League officers;

• To amend section/s of the Constitution and By-Laws of the Chapter Youth Council and RCY Advisers League;

• To inform all participating RCY about the accomplishment of the 20th CYC; and

• To have plenary sessions that shall ignite the spirit of volunteerism, activeness and participation of the current active Red Cross Youth of Davao City Chapter.

Registration and participation

RCY Councils are encouraged to send Council Officers and/or active RCY members as representatives for the 21st Chapter Youth Assembly and the 14th RCY Advisers League Assembly.

1. Each council may participate through a Council Delegation composed of four (4) Youth Delegates, four (4) Youth Observers, and two (2) RCY Advisers who meet the qualifications and compliance requirements. Additional participants shall be allowed but will be considered Observers for the assembly.

2. Qualifications

   • Advisers

     1. Must currently serve as a Red Cross Youth Adviser.

     2. Must submit the required documents stated hereinafter.

     3. Is qualified to vote during the Advisers League election.

     4. May participate in the various plenary sessions of the Assembly.

   • Delegates

     1. Must be a bona fide Red Cross Youth Council Officer or an active member of the council he/she represents.

     2. Must submit the required documents stated hereinafter.

     3. Is qualified to vote, be nominated, and be elected during the Chapter Youth Council election.

     4. Once registered, his/her right to vote is non-transferable and cannot be assigned to an observer.

     5. May participate in the various plenary sessions of the Assembly.

   • Observers

     1. Must be a bona fide Red Cross Youth Council Officer or an active member of the council he/she represents.

     2. Must submit the required documents stated hereinafter.

     3. Is not qualified to vote during the Chapter Youth Council election.

     4. May not serve as a proxy for a delegate during the election.

     5. May participate in the various plenary sessions of the Assembly.

Registration fees

1. Each participant (Delegates/Observers/Advisers) shall pay a registration fee of:

   • Early bird rate: Php 2,500

   • Regular rate: Php 2,800

2. The registration fee shall cover the buffet lunch, venue rental, assembly kits and other necessary materials that may be needed for their participation in the activities. 

3. Deadline of the registration fees are as follows:

   • Early bird rate: November 19, 2025

   • Regular rate: December 1, 2025

4. Payment channels only include via on-site, GCash, or bank transfer. Official receipts shall be issued and sent through the email of the Head of Delegation or Adviser.

   • On-site transaction: Philippine Red Cross - Davao City Chapter, Manuel Roxas Avenue, 8000 Davao City

   • Online transaction: Please email cya@rcydavaocity.org for online banking information.

5. After the payment has been made, kindly notify the Event Secretariat by sending your proof of payments (clear scanned copy of the official receipt or transaction slip) via email at cya@rcydavaocity.org with the subject: 21st CYA Payment_School_Council Name (e.g. 21st CYA Payment_ADDU_CRCY). 

6. The organizing committee also reminds that there will be no on-site registration during the assembly. Should a confirmed participant/s bid out (for whatever reason deemed) from the assembly, no kits and refund shall be made for his/her registration fee.

Nominations for the 21st Chapter Youth Council

RCY volunteers who wish to run as Chapter Youth Council Officers must be nominated either by another delegate or through self-nomination during the 21st Chapter Youth Assembly. Each nominee must be duly supported by their respective council members and adviser/s.

The Nomination Form must be completely accomplished and submitted to the Committee on Nominations and Elections (CONE) on or before November 27, 2025. Screening and interviews of qualified candidates will be conducted on November 28, 2025, from 10:00 AM to 4:00 PM at the Philippine Red Cross – Davao City Chapter, Roxas Avenue, Davao City.

Each RCY Council may endorse a maximum of two (2) applicants as candidates for Chapter Youth Council Officer positions.

An incumbent Chapter Youth Council Officer may nominate a maximum of one (1) applicant from among the delegates as a candidate for the Council.

Qualifications

A nominee:

1. Shall be subject to a screening process set forth by the Committee on Nominations and Elections (CONE);

2. Must be an active member of an accredited Council, duly certified by the School Council Adviser and School Head, for at least two (2) years, or be an incumbent Chapter Youth Council Officer;

3. Must be a delegate of the Chapter Youth Assembly and comply with the established participation guidelines;

4. Must be 16 to 25 years old. If below 18 years of age, a parental consent form must be submitted to confirm candidacy; and

5. Must undergo the scheduled screening and interview process conducted by the Chapter Service Representative - Red Cross Youth and the 20th CYC President.

Documentary requirements

All Chapter Youth Council aspirants must submit the following:

1. Duly accomplished Registration Form;

2. Duly accomplished Nomination Form;

3. Application Letter for the position of Chapter Youth Council Officer;

4. Curriculum Vitae (CV); and

5. Membership Accidental Assurance Benefit (MAAB) ID.

All required documents shall be submitted to the Committee on Nominations and Elections (CONE) by completing and uploading them through the CYC Aspirant Form at [TO BE RELEASED].

• Deadline of pre-registration: November 16, 2025
